Non-CF geeks will have no interest in this, but I at a future date probably will.
I have no idea how it got this way (presumably at installation?) but I've just had to move the CFIDE mapping back to C:\ColdFusion9\wwwroot\CFIDE where it belongs. You can't do this through the administrator (not surprising, as it lives there).
A hint I Googled ended up with this:
Shut down CF.
Find where the current CFIDE is, make sure there's a copy in C:\ColdFusion9\wwwroot\CFIDE.
Find C:\ColdFusion9\lib\neo-runtime.xml and the reference to the wrong place for CFIDE.
Backup. Edit. Save, exit.
Restart CF.
CF and the editor will lock neo-runtime.xml against each other.
